The LVPD Is at Roca Escalante. Go through The Main Road Passing The Main casinos (Four Dragons and Colimubos) Turn Right when you see 2 path's at the end of this Road Go stright and You will see LVPD

Area 51 / army base.
At The desert,Near A little city and On map its name is Restricted area. You will see In Fort Carson a Little road to an old bar follow it till you get to some place with gates and its Area 51

Alltough, you fill have to face helper academy, ask from me ingame.
